[Request] Clean up corps with no users

Currently the only way to delete a corp is if the admin kicks all the members, then leaves the corp. If the admin retires, the corp doesn't get cleaned up even when the user is NPC-ified and then eventually deleted. This means the corp cannot be recreated or reclaimed by another user, and the user/channel exists forever. It would be nice if empty corps were periodically cleaned up so the users and channels can be repurposed, or the corps recreated by new or former owners.
