[Request] gui.chats defaults changed

I was just poking around in the base scripts and accidentally set my gui.chats settings to false because that was the default. It made it pretty difficult to do the tutorial in game. Luckily dtr helped me on Discord. I think the default settings should be true to hopefully help someone else not hinder themselves if they don't know what they are doing.
