[Request] users.inspect public profiles

Some users may want to have a public profile, but do not want to be in a public channel (0000 is heavy on the chat API, for example). being able to mark your profile public in users.config, so that anyone can inspect you, would be nice. (There are meta implications since config is scriptable, but it is nullsec)
