Cron bot upgrades, market listing, erroneous last_time property

When you list a cron_bot_v1 - *, the market adds a new property to the upgrade, last_time. Cron's don't use this property and instead use last_run.
dtr said this was due to the upgrade having a cost (charge per run) and some automatic thing about cooldowns and date now().
