[Idea] More effective gui.quiet

gui.quiet is currently not incredibly useful. It has its purposes, but I think a "gui.mute" or something along those lines would be more in line with what people would want out of something like gui.quiet, ideally making the client ignore messages from the specified user(s) entirely.

It would also be nice if chats from quieted people had quiet:true set in chat API responses so we can quiet in our chat API things and not have to manage 2 lists.
