Proposal to expand low-tier hardline limits

Right now you can hack 4 NPCs or users per hardline, but this grind at low tiers really hard. Proposal: increase the limit to 16 (instead of 4), but each user or NPC costs the tier of it's highest tier lock (or 1 if no locks). So a user or npc with CON_A5V4H costs 4 points (so you can only hack 4). But if the user has at best t2 locks you can hack 8, or at best t1 locks 16. T3 would be 5

Because sean said to do stuff that used to go on zendesk here; since zendesk was bugs and feature requests, that means this is too.
